Joseph S. Gould (1899-1977), an economist, was head of the department of economics and business administration at the University of Delaware from 1929-1946. After World War II, he held various posts with the World Bank, International Monetary Fund and United Nations and served as an economic consultant to countries throughout the Far East. In 1945, four individuals who had worked on the Manhattan project-John L. Balderston, Jr., Dieter M. Gruen, W.J. McLean, and David B. Wehmeyer-formed a committee and wrote a letter to 154 public figures asking for their opinions about the possibility of the creation of a world government.
